Overview
The lesser-known cousin of RPG Maker, Wolf RPG Editor is another excellent tool for making top-down 2D singleplayer RPGs.
Strengths
Made for advanced users: WRPGE distinguishes itself from RPG Maker by leaning more toward providing a comprehensive toolset for more complicated games. If you feel like the latter doesn't suit the needs of your project, then give this a try.
FOSS: Personally, I prefer FOSS projects to proprietary ones for a myriad of reasons. One of the biggest setbacks with similar engines in the RPG-focused niche is the genre elements that are essentially baked into the engine with little to no room for change outside of some degree of scripting.
Weaknesses
Language limitations: As an English-speaker writing for a similar audience, I do want to note that this is first and foremost Japanese software. There is an English version however thanks to the great translation work done by the community. I don't think this is a flaw necessarily, but I wanted to note it so you've got appropriate expectations.
